You just decode one MP3 file. If it is wav, cut initial wav header. what you get is PCM!

I found one named ENCSPOT,But it decides quality of an encoded song with reference to bitrate, rather than
Analysis filterbank or psychoacoustic model..
 
IS there any tool similar to THOMPSON ANALYZER( VIDEO) in audio processing???
If there is one please let me know the source website or link..
