Yes, at least in Europe, this is surely true.
We need an outgoing server per account. The n:1-relation for account:outgoing-server 
does not hold true anymore.
 
Who writes the bug-report? :-) (as soon as bugzilla is alive again... at least 
querying does not work ATM)
(I accidentially filed some duplicates yesterday, although I searched the database 
first - are you sure this has not yet been requested at bugzilla?)

I'd suggest this:
Right below the "Incoming Server"-group, there should be an "Outgoing 
Server"-group.
This contains another Server-Type and Server-name-field, and a checkbox 
"Use default".

I think there should be an additional question "Make this account the 
new default-account?" at the end.
