Hi, I live in this area, and was off work this afternoon so went out and was able to observe this bird, along with many others.
Others have maybe already reported on this by observing the photos they've taken or observing through binocs, but this poor bird seems distressed, maybe just the cold weather, but it appears to have something tangled around its feet. Here is a photo I've taken, which is not great quality, others may have gotten better shots. https://www.flickr.com/photos/fisherkingbat/50514459501/in/dateposted-public/ I can't tell what all this is around its feet, but it is a much larger mass of stuff than just its feet... Being a bit new to birding I'm not sure if there's a protocol that would try to capture this bird and take it to the local wildlife rehab center, given that it appears entangled with something?
