Here's how it should work:

1.) When you Ctrl-F5 from inside VisualStudio (or MonoDevelop?), the
emulator picker box shows up.
2.) It has a list of running emulators.
3.) If you haven't started an emulator yet, it allows you to start one, and
then it shows up in the box a few minutes later.
4.) Once you select an emulator and hit "OK", VisualStudio/MonoDevelop
churns for a few seconds, and then the app pops up in the emulator.

Which step doesn't work for you?
