No. We based the profile on Silverlight, which lacks the System.Configuration namespace, and we haven't seen any reason to add it back (as we have with other namespaces). Add in the fact that you don't have .exe's but .dll's in Mono for Android, and System.Configuration doesn't work with .dll's...
