OK, my first problem was apparently an Android issue/feature that causes BindService to fail in a TabActivity. The work around is to call this.ApplicationContext.BindService which appears to work. I can now bind to and send/receive messages between two C# activities. Now I will try and get my Java activity to bind to my C# service.
