Brian, I ran into an issue recently where the permission is selected in the VS editor for the manifest file, but it doesn't seem to get written to the manifest. This didn't seem to happen all the time, but it did happen. I don't remember if this was late preview or 1.0. but I don remember it happening recently. I do seem to be able to directly add the permissions in the manfist .xml file and everything worked fine after that.
