I'm also finding the build process extremely fragile. I have tried following
various tutorials, but most of them don't work.
The reason that I want to build the Windows version is that I need a bug fix
that was corrected about a week ago to see if it fixes our issue. Is there any
other way for me to get the complied assemblies?

I've never once succeeded at building mono on windows. The build process is
fairly robust on other systems, but very fragile on windows.
I suggest browsing this list. People have posted various guides from time to
time, showing processes that worked for them. (Which I always followed and
never succeeded). That's your best bet.
Actually - before diving much deeper into this - ask yourself if you're barking
up the wrong tree. *Why* do you want to build on windows?
