I'm one of the PAUSE admins.

If you want to get co-maint, here's a summary of the process:

1. Email the current maintainer. If you've previously done a github pull 
request, mention that. Ask if you can have co-maint, to do a release. Cc 
modules@perl.org
2. If the email bounces, let modules@perl.org know.
3. Wait for a while - they may be on holiday.
4. After an appropriate amount of time – a week or two, if they've not replied, 
email modules@perl.org and cc the author, asking to be given co-maint as the 
current maintainer is non-responsive.
5. If you follow the above process, we'll probably give you co-maint.
6. If you get co-maint, you must ensure the doc acknowledges who the original 
author and keeps their copyright and selected licence. Don't break the existing 
interface.
