There are new versions of a number of String::Validator::* modules which were uploaded a couple of days ago, but they are not being indexed as the latest versions:

The modules were uploaded (according to https://metacpan.org/recent ) on 12 May 2023:

String-Validator-Phone-NANP-2.04
String-Validator-Language-2.04
String-Validator-Common-2.04    
String-Validator-2.04

but here’s what the author’s page shows (on 14 May 2023)

String-Validator-2.04   2 days ago      
String-Validator-Common-2.00    Apr 05, 2018    
String-Validator-Language-2.04  2 days ago

The new versions of String-Validator-Common and String-Validator-Phone-NANP are available via direct download from their pages on metacpan.org, so the system knows about them, they’re just not being recognized as being the latest ones.
