 failed indexing because PAUSE doesn’t like distribution names that long.

Just kidding! ;-)

When a distribution is considered for indexing, PAUSE first checks that there’s 
a module with a name corresponding to the distribution name.

So for yours, it wants an indexing permission on 
Perl::Critic::Policy::InputOutput::ProhibitHighPrecedentLogicalOperatorErrorHandling.

And if there isn’t any such module in your release, then you won’t be given 
first-come on it, and thus the whole release won’t be indexed.
