All releases ever made to CPAN are always available on BackPAN. For example, you can see everything you’ve released (whether currently on CPAN or not) in your BackPAN author directory: http://backpan.perl.org/authors/id/C/CE/CERNEY/ People can grab things from BackPAN manually, but you can also install directly from BackPAN with cpanm.
