The Tie-Tools CPAN distribution has first-come permissions given to ADOPTME apart from the lead module, Tie::Tools. I’m guessing that you mean for the distribution to be available for adoption, but wanted to check rather than just assume and transfer first-come on Tie::Tools from you to ADOPTME.
