Hi!
After contact with Gunnar Wolf in 2018 (in cc), staff at Stockholm University
took over maintainance of Config::File which we at the time were using
internally at the University (and still are). We set up a repo in Github where
we are maintaining the code [0] at that time and our employee Johan
Wassberg/THESEAL (also in cc) was able to upload a new version of the module.
In an email to me Gunnar wrote that he had successfully transferred ownership
of the module to me (MICKE):

OK, I found a way to give primary permissions, but only to one primary
user - Now the modules belong to MICKE.

email domain does not resolve any more) and got his permission to relicense :

However neither me/MICKE nor Johan/THESEAL can now add any more comaintainers
to the module and it seems none of us are owners, and it seems neither is
Gunnar Wolf. If either me/MICKE or Johan/THESEAL could be granted primary
permission/ownership of the module that would be nice, so that we can keep on
maintaining it at the university as we have been doing.
