why:
I'm thinking about a module that intercepts messages ("notices")
from Postgres so that, instead of just going to STDERR where
$SIG{'WARN'} picks them up, the module can parse out the true level
(ERROR, WARN, INFO, etc) and message and send those values to a
user-supplied callback. Said callback could, for instance, reroute
the message to be handled by Log::Log4perl appropriately instead of
treating them all like WARN.
