Hello. I asked Matt Sergeant to transfer primary permissions on
DBD::SQLite modules to me because he set HANDOFF permissions to those
modules, and got a reply to ask PAUSE people. I explained the point of
HANDOFF, but got no reply nor action so far. I suppose his will to
transfer is clear, but could you help me to sort this out?

According to the Lancaster consensus [1],

With the exception of a 'takeover' from ADOPTME (which must go through
modules@perl.org), CPAN authors must manage these comaint privileges
using the regular PAUSE interface.

So, this doesn't (or shouldn't) require PAUSE admins, who get in only
when the author is not reachable.
