Transferred ownership of String::Interpolate to NEILB

I have transferred ownership of String::Interpolate and its two cuckoo packages 
to myself (NEILB):

        String::Interpolate
        String::Interpolate::AsArray
        String::Interpolate::Func

These were previously owned by ADOPTME, as they were created by Brian McCauley, 
who sadly recently passed away.

I’m doing this so I can link a github repo and fix the issue affecting recent 
versions of Perl (RT#95320).
