Requesting permission to work on HTML::FormatNroff

Module HTML::FormatNroff seems abandoned and nobody has done any work on it
since 1998. I fixed a few issues and made all tests pass.
I am requesting permission to maintain this module.
My CPAN handle is MINIMAL.
