I'd like to get permissions on ppt, the old project name which is now
PerlPowerTools. There's no primary or first-come maintainer, but CWEST
is a co-maintainer. I thought I might cheat by uploading the namespace
again, but PAUSE is too smart for that.

I think some manual intervention might be required.
