Hi, Robert. You need to have permissions on "App::Tel" itself and your distribution seems to have only "App::Tel::CiscoColors" etc.
Just add a legal "lib/App/Tel.pm" with a "package App::Tel" statement (and $VERSION!) and try again. That's a good place to document what your distribution is about anyway, even if all the real code is in the deeper module namespaces anyway.
