This is unclear to my. I have tried to upload a tar.gz file with only a
script in it.
No mention of any package.
Yet it was not indexed.

I am creating this in order to test some feature of the search.cpan.org

I have been working on for a while.

There was a distribution called apid that I used to test agains, but it has
just been removed from CPAN

How was that indexed? Why isn't mine indexed?

How should I tweak it to get indexed?

BTW I tried to remove the dashes from the distribution name but that was
also rejected:
