Requesting Co-Maint on PPI

As per this comment on a Github issue, Adam Kennedy has agreed to grant me  
COMAINT on PPI:

However this has not happened yet.

I had also poked on that same issue half a month later, and waited another  
two weeks without response.

Thus i am now sending this mail to modules@perl.org, CC'd to Adam, in the  
hopes that the PAUSE admins will grant me COMAINT unless Adam chimes in  
with reasons not to.
