Not necessarily. I expect them to be complete apps, no matter how complex.

At any rate, while I appreciate your point, I would
want to resist the renaming. LaTeXML is a rather
large stand-alone application; it's module structure
is already pretty wide & deep.  Also, while it is
new to CPAN, it isn't a new application and has
a decade of development and use, and svn/git history.
So it would be rather a pain to update all the packages,
"use"s, plugins, POD and other documentation.
