  rationale:

    It *is* a root level module, as it is an alternate to Exporter --
    which is also a root level module. Currently it is a subset of
    Exporter's feature set (no tags, for example at this point), but
    specifically, it has defaults that stay defaults, even if you want
    to include optional "EXPORT_OK" imports (where Exporter takes
    specific requests for items on the "OK" list as negating the default
    list). It can also get rid of the need to setup ISA w/the mod name
    (will use push to itself if it is not already listed; if exporting
    module uses 'import' directly (e.g. use Xporter qw(import)), then it
    doesn't modify ISA). It does check if it already in the ISA before
    adding itself.
