rationale:
I have a need of a module that finds a city given it's PL postal
code (and a polish postal code, given the city, if possible). I
stumbled upon Geo::Address::Mail::UK while searching for something
similar, and I've decided, that, while it only does validation of
the code, it's a good starting point, considering that it would be
my first CPAN release.
