rationale:
This is a "System" module that provides high level access to the
perl 5.6 and later posix (sigaction) capabilites. Hence
"Sys::SigAction" Backwards compatibility with earlier perl versions
is at least to 5.5. Classic perl "local $SIG" style programming
patterns are supported.
This module has been on CPAN for years, and has been favorably
reviewed. I probably should have registered this namespace years
ago.
