rationale:
Text::CSV and Text::CSV::Simple are both objected oriented. I
wanted a simple to use module for building and parsing strict CSV
lines.
Example:
csv_build( qw(one two three) ); csv_parse( q{"one",2,"three"} );
enteredby: WETERS (Thomas Peters)
enteredon: Thu Feb 7 03:58:22 2013 GMT
The resulting entry would be:
Text::CSV::
::Easy adpfp Easy CSV parsing and building. WETERS
