rationale:
This is (another) content-agnostic templating module. It's
templates are intended to be usable by "sophisticated" application
end-users as well as programmers.
There are dozens of other template modules, but relatively few are
targeted at application end-users (almost all are targeted only at
application programmers).
AFAIK, resource control to prevent user-managed templates from
creating accidental or intentional time- or space-based resource
usage attacks is unique to this module (and a core part of its
design).
