I applaud your interest in making contributions like that -- it's rare
and incredibly useful for the Perl community.  However, you don't need
a PAUSE ID for submitting patches: PAUSE IDs are for uploading to
CPAN.  For non-authors filing bug reports and patches on RT, what you
need instead is a Bitcard ID: http://www.bitcard.org/
