Dear Joseph, I think it's great that you want to submit patches via RT. Bug reports with patches are rare and incredibly helpful. However, PAUSE ID's are generally only for Perl developers to upload libraries to CPAN. (The reason they can also be used on RT is to allow authors to manage their queues with administrator rights).
