  rationale:

    This module is supposed to offer control over changes on file
    hierarchies. Given a file hierarchy structure, and a set of rules,
    changes should be allowed or not. (e.g symlinks not allowed, or not
    allowed to point to a specific area, max depth of n directories
    allowed ) Also, given a template and a path to a directory, the
    module should provide information over the level of compliance of
    the hierarchy with the template. I think the word Hierarchy in the
    namespace suggests that the module is related to file hierarchies
    and the word Rule suggest restriction related to the hierarchy.
    Existing modules Template::Direct::Directory provides information
    related to a directory and Compare::Directory compares some file
    types from those directories.
