rationale:
The module is supposed to test if VLC is installed or not. It
doesn't try to install VLC as other Alien modules do, because VLC
has very big list of dependencies. If VLC is installed, the module
can provide cflags and ldflags to use by compiler, read from
pkg-config.
Finding libvlc is required for my later module, which will provide
Perl bindings to it.
