Ian, As of the recent release of Perl 5.14, Crypt::OpenSSL::RSA tests. RT 65947 solves this (https://rt.cpan.org/Public/Bug/Display.html?id=65947).
My guess is that maybe you're overwhelmed with other priorities and of course CPAN often get's pushed to the bottom of the list. I'd like to offer to help with the module by applying the listed patch and releasing it as a dev release. Once CPAN testers passes, I would release a public release.
