     why:

I have written a Perl module BSD::Socket::Splice to access the new
OpenBSD socket splicing feature. Socket splicing allows to transfer
network data from one socket to another without copy. See SO_SPLICE
    in http://www.openbsd.org/cgi-bin/man.cgi?query=setsockopt
BSD::Socket::Splice encapsulates the setsockopt() call with XS.
