  rationale:

    There are many IRC modules in existence, but (with the exception of
    the PoCo stuff), none of them have a decently similar API, and none
    of them can do *everything* wanted for an IRC module family. The
    PoCo modules are somewhat close (POE::Component::IRC for client,
    POE::Component::IRC::Service for services-type stuff,
    POE::Component::Server::IRC for servers), but their command
    interface is too POE-ish for what should be a simple and extremely
    clean interface. Thus, the introduction of IRC, a namespace of
    modules designed to be pretty, but functional at the same time, is
    born.
