Time::Local::2074 allows the user access to functions that override
CORE::localtime(), CORE::gmtime(), and the Time::Local functions
timelocal() and timegm(). The benefit of using Time::Local::2074 is
the ability to seamlessly use dates beyond 2038, all the way out to
2074. Time::Local::2074 seems to be a logical place for this module.
