  rationale:

    Algorithm::Hamming::Perl is a perl only implementation of an Error
    Correcting Code algorithm.

    Algorithm::FEC is a different algorithm for the same purpose.
    Algorithm::Hamming::Perl would be used instead when a small amount
    of ECC was needed - avoding compiling the FEC library in C.
