Sys::HostIP and IPchains ownership

i (bluelines on cpan) have been maintaining my own versions of 
Sys::HostIP and IPchains in my cpan directory. i've tried to contact 
both of the module owners to incorporate my bugfixes several times over 
the years, but i've never heard back. can you transfer ownership of both 
of those modules to me? (and is this the right way to ask?)
