  rationale:

    'CGI' - the module is applicable to CGI scripts under any server.
    I've only tested under Apache, though.

    '::Alert' - the module notifies a designated maintainer of problems
    in a CGI script. Since these errors may negatively affect the remote
    user experience, the word 'alert' points out the urgency of these
    notifications.

    ALthough the email notification provides information helpful for
    debugging, this module does not belong under CGI::Debug because
    CGI::Alert is intended for use in code that is mature (or believed
    to be so :-).
