I probably should have been clearer in my request. There is currently no
PHP top level namespace for PHP::Include to live in. Will PHP:: get created
automagically somehow?

I think there is a lot of opportunity for modules like PHP::Include which allow
Perl to interact with PHP applications. Similar namespaces exist for
applications like Python, Gimp, Apache so I thought the addition of PHP might 
be warranted.
