rationale:
This module provides a framework under which your programs can
exist. Without going into the kind of detail that belongs in the
POD, I'll attempt to explain how it works here.
The framwork defines a 'Virtual Root' under which all of the things
your program needs to live happily will live. Well, at least all of
the things you feel like including. Minimally, your virtual root
must include the fololowing sub directories: /config
