  rationale:

    The module processes (X)HTML files of any flavour, so the HTML
    namespace should be appropriate, the name Encoding derieves from
    it's functionality. There is currently no module that provides a
    similar functionality, though it is certainly needed. If you want to
    process character data, you have to know how those characters are
    encoded. The module eases especially dealing with non US-ASCII
    encoded documents. The module derives from recent discussion on the
    [EMAIL PROTECTED] mailing list and implements the requirements of
    HTML 4 and XML 1.0.
