least upload a minor mod to the Tcl module).

Contibution: Initial contibution is a (**very**)
minor update to the Tcl module for perl 5.6.0 compatability.
I may provide further enhancements to this module
to support the tcl 8.3 function set.
I may also wish to provide DBI interfaces in
the future (looking at DBI::MSSqlServer).
