For what is worth, I disagree with this approach. I have released a few tiny modules on CPAN, not because they were incredible pieces of software but in the hope that someone besides me would find them useful. As far as I/Google can tell, they are being used here and there, they are making other people's lives easier: that's a good enough reason to make them public.
