ExtUtils::.... seems like a good call. So good, in fact, that it led me to discover ExtUtils::CppGuess from Steffen Mueller. Looks like that might actually fit the bill nicely, eliminating the need to start something new.
Testing it on my Windows Vista and my Ubuntu Linux systems I find that it provides the same defaults that I'm currently detecting in Inline::CPP's version of "the wheel". I may drop it into Inline::CPP's Makefile.PL and see how the smoke tests turn out for another dev release.
