I don't think many people will be interested in a wheel re-invention
when there are already some popular wheels present :)

However, I suggest posting/hosting your code on Github instead if you seek
participants
as (although I don't personally prefer git myself) Github has a Perl
community,
or lets says a lot of Perl people using it. Then post a blog in
blogs.perl.org
perhaps to notify people.

If none of these work, then you can hack on it yourself when you have the
time :)
