G'day.

I recently got my first ticket through the CPAN RT system, and I figured that
since I use RT routinely day to day in my work it would be trivial to interact
with.

Which really didn't work out for me.  Apparently I don't have permissions to
adjust my own settings, or to close my tickets, when I log in with my PAUSE
ID.

Now, solutions to those problems are great, but I figure there must be
somewhere documentation about the tool and how to use it.  Finding that,
though, is beyond my current abilities.

So, can anyone point me at documentation on how I should be interacting with
rt.cpan.org to manage bugs reported there?

Bonus points if you solve my immediate problems, and warn me 'bout any tricks
using the RT 3.8 command line client to interact with it. :)
