It's not in the CPAN META spec now and is not going to be in the 2.0 spec released later this year, so other mechanisms are necessary. To me, PAUSE would seem to be the right place to do it, as it doesn't require authors to re-release a distribution just to indicate a change in status. PAUSE permissions need to support "open for claiming" that would let the next upload by anyone claim the permissions. -- David
