I'm not sure what you're asking. Do some people still use it for web development? Yes, most definitely. However, I think it's safe to say it's declined in popularity compared to other Perl web development frameworks such as Plack and Mojolicious and obviously other non-Perl web frameworks, but it's still used by some web developers.
