I think this is Apache bug:
http://issues.apache.org/bugzilla/show_bug.cgi?id=43534
You will need to use Apache 2.2.5 (or earlier) on Windows with mod_perl until
this gets fixed.
Hopefully it will get fixed in Apache 2.2.7.
